    All credit card transactions in Israel are channeled to a single processor

    SHVA processes and clears the vast majority of credit transactions in Israel and links points of sale (POS), credit applications, and gateways with the credit companies that process the credit card transactions. SHVA is also responsible for setting up credit payment terminals and for coordinating with credit card companies.

    Who the system is for

    To connect to the payments system, you must be an acquirer or an issuer, or receive approval from the Bank of Israel to connect either directly or indirectly.
    There are two opportunities to connect to the system each year – in January and in June. We realize that there may be situations in which the customer requesting access meets most of the requirements but still has to make a few minor adjustments as the next window for connecting approaches. In cases such as these, the customer can submit a request in advance to postpone the connection by one month in order to complete the process and achieve full compliance. If the applicant is unable to make the necessary adjustments during that time, SHVA will not compromise on system stability and will schedule a new window to enable re-development, testing, and certification.
    SHVA offers end-to-end certification services for digital point of sale (POS) systems (hereinafter: terminals) to achieve compliance with the EMV standard (hereinafter: the certification process). The service is provided only for acquirers, as defined by the Banking Law (Licensing), 5741-1981 (hereinafter: the acquirers), and not for manufacturers, representatives, or agents of manufacturers of terminals (hereinafter: the manufacturers). The certification process shall be carried out between terminals that support EMV and the international credit card companies (Visa, MasterCard, Diners – hereinafter: the international companies, end-to-end). It is designed to ensure that entire process of confirmation requests and collection of credit card transactions are EMV-compliant, from the moment the card reader on the terminal reads the credit card, through the acquirers' systems that handle the transactions, and finally the systems operated by the international credit card companies. Separate certification for each terminal is granted for transactions using EMV contact technology and EMV technology.
